Twin Falls, Idaho Friday, November 29, 1974 NEPAL BHUTAN INDIA Ganges BANGLADESH CHITTAGONG Killer cyclone sweeps Bangladesh coast area DACCA (UPI) Prime Minister Mujibur Rahman mobilized a giant civilian and military relief force today to aid victims of a killer cyclone that swept across the southeast coast of Bangladesh. Newspapers reported at least 24 people were killed and 100 injured in the cyclone which battered the coast Thursday with 90 mile-anhour winds and 10-foot tidal waves. The newspaper also reported 100 dead in Noakhali coastal district and 150 fishing boats with an unknown number of fishermen aboard missing. The storm heavily damaged the faminewracked nation's precarious rice crop and submerged low-lying coastal areas near the port of Chittagong and offshore islands. The Storm Warning Center in Dacca said the wind and water destroyed or damaged houses in the region and cut communications lines.

said the winter rice crop, which was almost ready for harvest, was badly damaged. Heavy flooding in Bangladesh last summer virtually destroyed the past season's rice crop. The government said the previous damage contributed to the starvation deaths of at least 27,000 persons. Sheikh Mujibur Rahman, trying tc head off a new catastrophe, ordered civilian and military authorities to mobilize for rescue and work. Two naval ships left Chittagong.

175 miles southeast of Dacca, for rescue work on outlying islands and more ships were expected to join the relief effort. The cyclone was the 15th to hit the area in the past 14 years. The worst was in 1970 when official figures showed at least 300,000 persons died. Winds during the 1970 cyclone hit 130 miles an hour. Since 1891, a total of 135 cyclones have battered the impoverished region.

The Bengalis in Pakistan's eastern region declared independence early in 1971, but had to wait until India's victory at the end of the year before taking over effective control of their new country. The Clemency-Amnesty Law Coordinating Office said in a letter to Ford that time passed it has become clear that there are certain fundamental flaws and shortcomings in the program which are thwarting our efforts to provide effective counsel and representation." The men involved were released from jail temporarily after the clemency offer pending further action in their cases. Board officials hope the President's actions would bolster the program, which has been severely criticized by legal and peace groups and has drawn fewer applicants than expected among those potentially eligible. A spokesman for the board said it had received a total of about 800 applications for clemency out of a total potential of more than 100.000 applicants.
